Default When and where would I use High speed Sync

I have read many topics about High Speed sync but for some reason I am not getting it. So when and where might I use High Speed Sync. I have a couple of other questions too. I use a 430 EX

When using bounce flash with a bounce card do I increase flash compensation?

When and where would I use FE lock (FEL). Another one I just don't get

What is the best way to meter when using flash?

I am shooting my first wedding this weekend and have been reading all week.

When you want to use a wide aperture outdoors (to blur the background). You'll need a fast shutter speed to avoid overexposing the ambient.

Compared to direct flash, often a little more +FEC is required. Bounced flash tends to make the background brighter, and this brighter background affects the flash metering.

When the scene is such that Evaluative flash metering might not work. It's basically a way to use spot metering for flash.

Pretty general question. The answer depends on the situation. Effective flash photography requires both ambient light metering and flash metering. You need to decide how you want both light sources to illuminate your image.
