There's clearly an issue with that particular combination, as several others have noted, there have been several threads concerning focus issues w/ the 7D and 24L.

Hopefully canon will sort it out for you.

Had the same problem with my 24LII, when i first tried it i noticed a heavy front focus issue.
I sent it in, and when it came back from Canon it was spot on on all my bodies ! :)

Canon catching up to Sigma, last month it was bunch of 35L focus problems, now 24L II.

Well, before I sent it off I decided to try one last thing - I cleaned the contacts on the lens with alcohol and remounted it. They didnt look any different than before I cleaned them but it must have done something because I just set up the "battery" test and it was fine. Im still concerned I might run into issues on real life subjects but I think my issue could be resolved.

Put it in a cardboard box with packing peanuts, balled up news paper or plastic grocery bags. Anything that can act as a shock absorber and not allow the lens box to move inside the shipping box. Dont forget to make sure the lens cant move inside the lens box, either.
