Can I use the Sigma 10mm f/2.8 fisheye lens on my Canon 40D? And also is this lens the "Circular" effect lens?

It will work very well on your 40D. I'm not sure what you mean by circular effect, but surely you can see the effect in the images in this thread. You'll get what you see here on your 40D.

harrisa is right, the Sigma 10mm is designed for APS-C sensors. I also agree with his suggestions, although the Canon 15mm is every bit as good as the Sigma 15mm. The new Canon 8-15L is the best of all worlds (especially if you also have an APS-C body). I have one and it's great.
