I forget where exactly I read about this, but I have heard that many Canon cameras will underexpose when compared to Sekonic meters; I believe it has to do with the actual calibration of the meter vs. the camera.
I know I saw a workshop that Zack Arias did and he said that he 'knows' that his meter (L-308) and his Canon DSLR do this, so he automatically adjusts exposure of the camera +2/3. That said, in the case of the L-358, you can dial in calibration compensation to match that of your camera (p. 26 of the manual).

Ok I just finished doing the test with only one strobe, same problem. So what I did is adjust the calibration of the meter to -0.7 Ev. Now the exposure is spot on when I adjust the strobes with the calibrated meter.
