Yes, it has a maximum aperture of f/5.6 throughout its focal range

I started to have some serious medical issues when this was announced last year so everything photography related was put on the back burner. When I finally felt well enough to pull out the camera gear a few weeks ago I was happy to see the backlog was cleared and the lens was in stock at most stores and even better I found one in virtually new condition at Adorama for $1100. I received it on Thursday and took a few test shots and honestly it exceeded my expectations. It is razor sharp wide open at f/5.6 across the entire range of 200-500mm. This type of lens was sorely missing from Nikon's lineup and I'm glad they finally patched that hole.

A similar thread is over 70 pages long over on FM.

I think I got lucky with timing on the lens, haven't seen another one used since I purchased it. I was expecting the lens only but it came with the box and all the accessories so that worked out really well, saved myself $300 for something else.
