Dude, it's not a normal car. It's for drag racing. The tire is exactly as a drag slick is supposed to be. Dragsters do not have all the body parts that "regular" cars have. And I do not see any broken plastic, only plastic that was intentionally trimmed.

It seems to me that you may have judged the car's condition according to the standards for "normal" cars, instead of custom-built bare bones drag cars. You should judge something according to what it is, not according to what it is not.
Street legal? Are you sure? In any state whose laws I am familiar with, a car needs to have fully functioning headlights, running lights, brake lights, and turn indicator lights in order to be street legal. The turn indicator lights and running lights must be visible from all 4 sides of the car - front, left side, right side, and back. Otherwise, it is NOT street legal.
