This San Diego Trolley is in the wrong part of the state, and considerably more modern than most of the collection at the Western Railway Museum, near Rio Vista California, but the Siemens-Duewag U2 cars have been retired from active service in San Diego. As one comment on Flickr noted, it is also a view of what could have been, had the old electric California Northern, which these tracks belonged to, survived.
