Anyone old enough to know what this is? My dad still uses one all the time, and thought I should have one, so he gave me one for my birthday. About 30 years ago.

Last time I used it was probably 15 years ago, but I am planning to use it again this summer.

Toenail clippers? My mother in law uses that kind for her stumps.

At first glance on my phone I thought it was a pair of hog ring pliers. The business end did not look like one, but the adjustment screw located where it is made it look like a pair of those.
