Question Is this face shot slight motion blur or lens blur?

Some of my session pics turned out like the crop of the face below. I cant figure out what went wrong, is it motion blur or slight camera shake? I dont want to say it is a bad focus, because it is f/8 and locked on the face at 85mm generally gives you a huge depth to work with (considering the model is only 1 foot deep at this angle)

85mm
f/8 1/200
Canon 20D
24-105L (IS turned off)
