it refers to the transition... hard is a hard stop from clear to grey; soft is a smooth transition from clear to light grey to darker grey as you move up. The best way to understand is a visual:

Hard edge means a more abrupt transition from the tinted part of the filter to the clear part, soft edge is a gradual transition from darker to lighter.
