car-to-car, probably with an ND filter and shot in raw to pull the detail out of the sky later.

Foreground objects with movement will blur a lot more than ones far in the background.

If you're traveling @ 20ft/second in relation to the ground 3 ft from you, 0 ft/sec in relation to the car you're shooting (since you're travelling at the same speed) 6ft from you, and 20ft/sec from a cloud, 10,000ft from you, only the road and immediate surroundings will blur out.

Perhaps with an IS lens, mode 2 (panning) on.
