Thanks! You can do that with any program that will allow you to work with layers. This was an HDR image, desaturated, then I applied a couple of texture layers over it. There's lots of info out there on working with textures, using different blend modes, or even creating your own textures. I'm still pretty new to it myself.

A texture can be anything from a close up shot of a rock, scratched metal, crumpled paper, wood, concrete... by using different blend modes, different aspects of the texture image will come through onto your original image. I believe I used a scratched metal texture layer as well as a dirty paper layer. You can make your own, or there's tons available online.
