Tilt-shift lens

Can someone explain to me what a tilt-shift lens is and how it works? I see them on Canon's site, but I dont know how they're used.

There's a good lens on the fred miranda forums right now (Canon lenses) with many mouth-watering examples of how it can be used.

A good recent thread on T/S lenses is here; I am currently debating getting a 24-105L vs. one of the shorter T/S lenses. I might even start a poll, or just grit my teeth and get both.
