Lightbulb CS2 have a tool that lets you make "NEW!" kind of stars?

does photoshop CS2 have a tool that lets you make "bonus offer" or "NEW!" kind of stars or patches?

see what i mean here:

usually a cereal box or something new will have such a design stuck onto its cover. can you make such a patch in CS2?

Photoshop CS2 may be able to do this if you're prepared to mess around. However, the right Creative Suite 2 tool for this job is Illustrator - I'd create the object in Illustrator and probably bring it into Photoshop as a smart object.

There again, this sort of thing is much easier when you have the entire Creative Suite 2 (Premium in my case).

it would be a fairly basic job for photoshop or illustrator. just make the shape (one way would be the linear lasso tool, and then painbucket in the shape when you are done), then put the font on it. apply some bevel, or drop shadow, and you have your own emblem.

Of course you can. U have to select the pen tool and select the star shape from the drop down menu. once you have placed it on the canvas just press the up and down arrows on your keyboard to make it more spikey.
