Not much you can do with a jpg of this size but I gave it a shot.
I ran a sharpening filter first, then used noise ninja to smooth out the fuzzy pixels then reduced that effect by 50 percent, next I used a lighting effect filter with the focal point being at the left eye (his left).

To me, it looked like you had a slight blue cast to the photo so I did some color adjustment using curves and applied some USM. Cute boy with a great smile!

Nailed it!!! The original looked as if AWB was used and as always... it was wrong. Nice color in this edit Becca.

I'm not sure of the look you're going for but my quick shot at it consisted of upping the contrast (via gaussian blur and overlay layer), adding more color saturation and a warming filter. The changes are subtle but better than the original IMO....

First I used the one step photo fix. I sharpened, saturated, removed digital noise, and I think that's about it. I don't know the techical terms. I just keep clicking things and undoing them if I don't like what I see....... I re-edited because there was just too much green.

I blurred the background, to add separation of him from the background, using a combination of motion & also gaussian blur. I softened the bags under his eyes. I removed one of the two catch lights in each eye. ( there should only be 1 catch light in eyes) I whitened his teeth. And, I made it into a step-mount.
