Default Windows Picture and Fax (default image viewer for windows)

hello guys, i have a question here,

do the default program for windows reduce my picture quality when i rotate my pictures?

Usually, it will warn you before "clipping" occurs meaning if it feels that it needs to crop off some of the image it will warn you.

Windows Picture/Fax viewer is horrible might I mention.
