I have a question. Can you do selective coloring in Elements 5 or microsoft picture it? Thats the only programs i have and I love pictures done with this effect.

I'm not 100% sure but if elements 5 can use layers, I can't see why you cannot do selective colouring.

I can do it in PSE4 so you should be able to do it in 5. I have used Picture It in the past, and I do not beleive it has that ability.
If you need help let me know and maybe I can post some screen shots or directions later when there is more time.
