I'm still on the fence about this picture please c/c.

crop it about 3/4 the way down and some PP and it would be a kicken picture.
A CP to bring out the sky would have helped.

Needs the horizon leveled and some more pop. This is a technique I got from Scott Kelby's PS Channels book.

Convert to LAB mode, duplicate background layer, select Lightness channel and then Apply Image using Channel a in overlay mode.

Now select channel a and Apply Image using channel a again in overlay mode.

Finally, select channel b and Apply Image using channel b in overlay mode.

There are several ways to cut back the effect if it's too much. Here's the result for your picture.

It's too confined of a picture. An isolated shore with water and not much else in it. This would have been better horizontal orientation and with a wide or ultra-wide lens to show the context of the shore.
