Yes I did use a fill flash
The other settings were
ISO 50
1/60 sec.
f4.6

The picture is really pixelated. Did you accidentally enlarged it from a smaller version?

Yes it is pixelated. It turned out that way when it uploaded from fotopic.net
I don't know why that happens
If you click on the pic, you get the original size and it looks much better.
