Default Shots from balcony- dark conditions!

I was shooting at 800 ISO/F11/1/30th with a tripod. This photoshoot was for the High School yearbook, so the size will be small...what can I do to improve the shot?

Not a lot you can do here since you have some extreme lighting; but here's what I did.
Adjusted levels to darken blacks a bit and keep whites constant. Increased saturation in the Red channel by 20%. Sharpened 88% with 1 pixel radius.

A larger image would be easier to work on, but here's my go.
