Default How was this effect accomplished?

How do you think the following photo effects were accomplished? I'm specifically referring to the stilled subject and the blurred background. Thanks for your input!

Longish ambient exposure with a pop of "second curtain sync" flash right before the shutter closes...

...and while the longish shutter is open the photographer is purposely (looks like) moving the camera. In that second pic you can see where the photographer moved the camera in a loop motion.

When doing this you need to keep in mind the amount of ambient hitting the subject. If a significant amount is hitting the subject that you do not intened on having motion blur then you may run into ghosting of the subject. The trick is to set the exposure with a long enough shutter to show motion but the exposure itself is enough to expose the lights for the streak effect, but not exposed to gather any significant light from the subjects. So the lower the light on the subjects the better.

The correct answers have been given (although I'd use 1st curtain sync instead of second, to allow me to "time" the shot).
