Talking Is there are way to merge digital stills in to a movie?

Is there are way to merge digital stills in to a movie?
What i am trying to achieve is taking a picture of the sky etc every second, and then show them all at 30 fps. so let's say i take 30 x 100 pictures. I would hopefully achieve 100 seconds of fast moving cloud's. Can i do this in Paint shop / Photo shop or any freeware program? Or do i need something like Pinnacle or final cut?

I'm not sure about freeware, but there are a lot of very inexpensive video programs out there that can do this without much difficulty. Depending on your operating system, you might check to see if Windows Movie Maker can do it.

I would recommend Premier Elements. Nice and easy to use and will do a good job of what you want.

What he said ^^^^.

Any decent bit of software will allow you to dump a load of images into the timeline, and set the duration in frames for each image (likely before importing to the timeline so you don't have to set each one) and render it out as a clip.

If you have windows, don't want to spend money, and it doesn't have to be the best quality in the world, ... Windows Movie Maker might be your friend for this.
