did she just get out and start taking pictures? like stop her car, or was her vehicle one of the ones on fire? or is she part of the fire crew?

While the news report said the accident wasn't the FedEx driver's fault, those three trailer "road trains" ought to be outlawed. They are horribly dangerous, especially if the trailer starts oscillating. They've been banned in California for decades...
