The first Big Wheel? Seriously? I dont know, having never seen one of those before, but it DOES look like it's meant to roll out and compact roads or something?

It's an old horse-drawn snow "plow." The horses would drag it and it would roll over the snow to flatten it out. This was in the days before cars, of course.

Correct! It was horse drawn and used to flatten the snow in the "good old days."
