Help with 50 D

I am newbie and I have a 50D. When I try manual exposure mode I cannot set the aperture by moving the Quick control dial in the back. Instead the focus points move. What gives? Thank you all in advance.

were you turn the 50d on it must be set at the top just above were it says on,then you can turn the control dial.its in the manual
