Default Using Flash for portraits

sometimes I see photos taken with strong flash light at f22
but you can take the same photo with half the light and at f8
and most of the time photos at f22 or f25 is softer than f5.6 or f8
why ppl do this?
can anyone tell me wats the difference?

Most likely you are seeing these done outside. If the sync speed of the camera is 1/200, sometimes it takes f/22 to prevent over exposure.

A stop faster than f/22 is f/16 (followed by f/11, f/8, f/5.6, f/4, f/2,8, f/2, f/1.4)....Just sayin....

The other poster mentioned that at f/8, the "proper" shutter speed would most likely be faster than 1/200s and using the built-in flash (or strobes) would force you to 1/200s, resulting in a blown background.
