Hiri, I am no expert but here is what I will do:

1. Set you camera in manual exposure mode to get the back ground the way you like.

2. Then use your flash off camera for the subjects. You can use bare flash, or with umbrella/softbox. You can increase/decrease flash power to get proper subject exposure.

yeah, just remember your setting 2 exposures.

1- ambient - use the camera meter to determine the background exposure
2- subject - flash will determine this exposure

The image was shot just before sunset facing southwest on the Michigan Ave Bridge over the Chicago River. It looks like the ambient exposure was just about on and then the flash was used to light the subjects. Maybe +1/3 or +2/3 FEC if in TTL.

If manual flash then it is probably 1/4 to 1/8 power and relatively close to the subjects.

Since there is no flash over exposure on the bridge railing, I suspect that the flash was off camera and snooted.

Hard shadow under her arm implies direct flash without umbrella or other modifier.

You should link to that photo rather than post if if it belongs to someone else. Forum rules.

The advice you are getting here is good. Use the camera in manual mode to expose the background as you wish, a couple stops less than normal for dramatic effect, then ajust flash power to illuminate the subject properly.

When you have time you may want to read this thread.

It is the best 'all in one' source I have found ... and the examples are incredible.

I guess the thing to remember, with off-camera flash that you are suggesting, is to not go above the synch speed of your camera.
