I can't speak for that combo....but I know I went from a XSI (450) to a 40D and I find the difference remarkable. I imagine going from a beginner type lens to the 7D you will find image quality to improve. I am not sure about the T2i and fps but I know I doubled my fps by moving to the 40D.
So I am guessing....any beginning lens to a more advanced lens will bring your image quality up a bit...

Since you have a 100-400L which is a pretty popular birding lens, I would be inclined to say get the 7D as the next probable step on the birding lens front is the 500L which is way more money than a body upgrade.

Judging by the camera body he's looking at I think it's safer to say he's into sports (football?) photography. Avatar's a good hint too.

moving objects needing a better focusing system yes...IQ when it relates to portraits or landscapes prob not...if anything the t2i might be better...i say the t2i is capable of 90% of what a 7d can do IQ wise without the price tag.

yeah you will notice... the view finder alone is enough to justify the upgrade... lol

Also, do you shoot RAW? because if you shoot JPG there is a much bigger difference.
