These deals roll around from time to time. You can find the Dell 2209WA for about $220 shipped once in a while, and these are very nice monitors as well. You might also try calling Dell and asking for a discount off the price listed on their website as they have often been willing to sell for the special price.

Just got an email back from my contact there...she was offering $264.77 plus tax for U2311H. It is more than the $239 but still about $35 cheaper than their website price.

Deals are bound to resurface so if you're patient you can get in on another one. Whether waiting a couple months to save $30 is worth it is another question. However, be aware that the Dell IPS monitors have color tint issues and Dell will not allow returns/swaps for that reason. Utterly stupid when you're buying a monitor for its color accuracy.

Is there any other option other than Dells's? I mean for monitor about 23", IPS, and around $250? I really need one and might go with this if I can't find a better deal soon.
