Yes it is, its the color variant known as Electric Blue Ram or Powder Blue Ram.

When I take pictures of fish I use an overhead flash. I have not tried any type of diffusers but I have also heard you can get better results with them.

Do you ever just use a low aperture lens like a 1.8 or something or only flash?

No fishies, but it is an aquarium. Last year I bought several mantis cases for pest control and at the end of the season brought them in and set up a 55g aquarium. They survived until January. You can see the whole series here (external link).
