They'll have to back down as Stonehenge is surrounded by public land and roads so you are, in theory, free to photograph it from there.

The ironic part is that English Heritage is funded by the government, meaning it's a publicly funded company, that is representing the interests of a monument used by the public for thousands of years. And here they are acting like they built it a few years ago and it's all theirs to exploit.
