
What type of account do you have Duane?
Apparently Business accounts for example cannot receive free gift payments.
i have received free gift payments with a business account.

Sucks that the forums won't enforce it You notify Paypal after you pay them + fee and their account is toast. I've seen people do this to others randomly after they got caught and had accounts suspended for breaking rules. If you don't think it's fair then don't buy from anyone charging fees and let them know why. Although to get around this rule very easily one could simply add a handling fee.

When I send it needs to come from my paypal balance or my linked checking account.
