If you are thinking of doing a 365 days or 52 week project in 2011, we have a couple of groups going on flickr if you are interested.

365 DPS Assignment (external link) - A pic a day for a year based on weekly themes

52 weeks in song (external link) - A pic a week based on the lyrics of the song American Pie (but you can choose any song you like if you wish)

I'm very interested in participating in a 365 project, particularly the project you've linked. But i'm a new photographer and due to this am not extremely skilled. Is there a requisite skill level to join the group, or can I join with my current skill level?

No "required skill" level at all :) Most of our members are beginners looking for encouragement and feedback (pro constructive criticism) on their images

I am a newbie and very keen to participate. Sounds great.

I have what are probably some really dumb questions...
how does it work?
where do we put the pictures?
etc etc

Sorry but I only learning and I have only just joined flickr

First step is to click on the link and join the group in flickr. For the 365 group, we take a picture a day for 365 days to complete the year. For the 52 project, we take a picture a week for 52 weeks to complete the year. You can get more details by reading the group descriptions.

Once you have uploaded your picture to your flickr account, you can submit it to the groups that you are in. Here is a link which gives more details on that - http://www.flickr.com/help/with/groups/ (external link)
