I have bought and sold loads of gear on Ebay, just got my 5D MK2 + 24-105 it's one month old with full original reciept. I have sold bodies and many lenses over the years, i have 2 EFS lenses on for sale now, check out the feedback and only go for ones with good feedback, above all use your common sense,

Buying from eBay can be a positive experience if you take the time to ask questions. If the seller does not provide good detail on the lens condition, ask via eBay messaging. It is helpful. If you buy the item and you have that additional description and then the item does not live up to the description, you can file a claim through eBay and you have the records to prove you were misled. Be wary of items with a low buy-it-now price and skimpy description. Watch at for 'as is' in the description. Watch out for partial conditions where they may tell you no scratches or dust on/in the lens but neglect to tell you about fungus. Always try to get the date code on the back of the lens so you have an idea how old the lens is; I don't believe Canon provides this on the less expensive lens.

A little caution and you may get something very good.

in addition to what has been said, one of the questions to the seller prior to the bid should be whether the item comes from a smoke free environment, if that is of any concern to you (which is highly likely if you don't smoke).

I've bought most of my current lens lineup off eBay out of Hong Kong, but I've bought new..

I've aslo bought cameras, flashes and other bits and pieces.. I've never had any problems..
