The modeling light can be configured to run in "proportional" mode where it gets brighter as you turn up the flash output or it can be set to just be a fixed output level. Even turned up all the way though, modeling lights are generally not all that bright. Some people put a higher output bulb in there.

Will a higher output bulb damage it in any way?

I find the modelling lights very dim and have been put off getting an nd filter because short of shining a torch on someone I wasn't sure how to get focus lock.
