Have you used prime lens before? If not, you should fast prime. Maybe 50mm or 85mm for portraits .. Or wider for general purposes

In that price range, either the Canon 50 1.4 or Sigma 30 1.4

If car shows is your focus get something wider than 17mm for crop. At crowded car shows you'll need to be able to shoot closer to the cars because of crowds. Maybe canon 10-22 or Tokina 11-16. Also if you ever get into rig shots you'll be ready. If your focus is portraits probably canon 50 1.4.

There's a wider 17-50mm than the Tamron 17-50mm he already has?

The 10-22 would be a great lens for car shows, but it's about 150% of the OP's stated budget. The Tokina 11-16 is $150 or so out of his stated budget also. The Sigma 10-20 would be a good choice for a UWA and fits the budget.

For portraits, the 50mm f/1.4 would be a good choice. You might find the 85mm a little long on a crop sensor, but some like the FL.
