Yes, FEL-button (flash exposure lock) locks the correct flash exposure on a particular part of your image by firing a pre-flash on an attached external flash sitting on your 1D3. The external flash must be int ETTL mode, and I'm pretty sure it has to be a Canon EX flash for it to work properly, but I could be mistaken. As was suggested previously, it can also be used to spot-meter multiple up to 8 areas in your image, and takes the average of the reading and calculate the exposure accordingly...can be useful for difficult to expose scenes. As to whether it's programmable (I assume you mean whether we can assign different functions/tasks to it), um, not as far as I know on the 1D3, but then again, nearly everything on the 1D3 can be customised, I'm not surprised if I'm wrong...

No, there is no auto-focus capabilities with Liveview. It kinda sucks, given that the LCD on the 1D3 isn't exactly the best...depending on how wide you lens is when you're using Liveview, you may have to resort to using to 5x or 10x magnification to help with fine tuning your manual focusing...

I will be shooting a heavy metal concert in a small club here in Rhode Island in May, I'm going to bring my 1D3 (should get it delivered to me on Saturday). Looks like the 1D3 was up to the task...

...More than "up to the task", it is most likely guaranteed up to ISo8000ec-10000ec.

If it was up to the task for this high-contrast, sensitivity-chewing scence (1/400, f/2.0, ISo6400), it will easily handle a concert, with much better lighting:
