charged duty on a TC from Cameta?

Apologies if this is the wrong forum.

I just received my 2x Kenko teleconverter from Cameta Camera, shipped here to my house in Nova Scotia, Canada. I was surprised to see that duty was charged (NOT a UPS brokerage fee, I know the difference and the deal there). Looking at the CBSA tax form attached to the package, it says that the country of origin was "JP" (I assume Japan), so is that why I was charged duty? Even though the product itself was coming from the USA?

Actually, the duty was only just under $4...what really hit was the HST (expected) and the $8.50 "handling fee" CBSA charged (not expected...used to be $5, when did it change??)

The duty is probably a mis-declaration by Cameta. It was probably classified as "camera accessories" (5% duty) instead of "camera lens" (duty free). You can fill out the B2G adjustment request form, supply the correct harmonized tariff code, and get a refund. Instructions are here. (external link) Although I'm not sure it's worth it for $4. ;)

Note that "buying from the US" doesn't make it duty-free under NAFTA, as the country of manufacture is Japan. It is the classification as a camera lens or body, regardless of where it's imported from, which makes it duty-free.

The $8.50 handling charge is the standard CBSA processing fee (a.k.a brokerage fee (external link)) for USPS Global Express Mail. ($5 for non-express mail.)

Ahhhh, I see! Gotcha. Thanks very much for the explanation...I'm pretty well-versed in the brokerage fee aspect of things, but not duty. You're right, it's probably not worth the hassle to retrieve the $4 (such a bad feeling though, eh? Not really enough money to go through hoops to get back, but just enough that it's annoying that they cost you the money through a simple paperwork screwup :)

Anyhow thanks again for the explanation and education!

If it was Cametas fault and that truly should be duty free, send them an email and let them fuss with paperwork.
