I want to enter some photos in our state fair and the photos must be mounted onto 16x20 matboard. What is the best way to do this?

Thank you but what they require is the photo to be glued to a matboard. You can then glue a piece of cut matting over it to help make it look better but that is an option. There is no real frame. It goes on the wall for display just on the matboard. This is a state fair and over 500 photos is hung for display and all must be on a matboard 16x20. I did not explain that well in my opening thread. Years ago I heard of a process called "cold mounting". Is this still the best way to go? Is there some process I can do myself?
