Buying used lenses is like dodging a bullet, albeit, some one did buy my lenses, they can vouch for you they were in good clean, no scratches on them etc...and still functional etc

That's why the 400mm f/5.6 is in the budget. Sure I'd REALLY love to have the 2.8 version of the 300mm or 400mm, anything I'd need that length for will be outdoors, and 90% daytime, so I can get away with 4.0 or 5.6. On the rare occasion that I might need 2.8 I'll just rent.

Aperture around f4 (avoid wider unless light levels dictate).
