The after is pretty subtle... removed the green cast on the face, smoothed slight blemishes, exposure slightly brightened, some stray hairs removed... If you're going to go that far I would have burned ( as in dodge and burn.. ) a little bit on the right and left side of her face to add more shape and very lightly clean her teeth up a bit. I would say the file was oversharpened as well but that would be determined by final output size and media, I'm assuming this image was for web viewing only but I would still tone it down.

Overall solid edit..

I'm on an unclalibrated screen right now, but it looks like you blew it out in PP, made it too red, muddied up her eyes, and made only small fixes. I'd have tried to remove the braces and been more careful with color and exposure.

The highlights from the grass outside on your after pic is a bit blown and my eyes keeps going to it. The eyes for me is a bit much, but maybe thats just a personal pref.

Also, liquify the right arm a bit? Hehe

Tim is spot on but...I don't believe that he was blunt enough. You need to ask yourself if you're satisified with it/would you hang that "after" on your wall...I think not.
Peruse the tutorials out there concerning portrait retouching.

It seems that the subject's skin tone is probably closer on the Before than the After...if she is a Fillipina, the After is not what I would expect!
