The lens is still in the bag with the rice, I think I'll leave it for another 24 hours just to be safe. I'm doubtful it is condensation, just because of the tiny size of each of the dots; however, I also don't think it is fungus, since most reports show fungus branching out with fibers.
If it turns out to be unaffected by the rice, I might try to disassemble the lens and clean it myself, depending on the quote I can get from Canon. I found a service manual online, and I am mechanically inclined. My main concern would be knocking something out of alignment.
