is my camera broken?

so ive noticed my exposure doesnt change when im in AV/TV and P mode. the top lcd always says its +1 and even when i turn it alway the down or all the way up it never seems to change. i took 3 pictures and it doesnt seem like the exposure is much different in all 3 of the pictures. i reset the camera and it still says the same thing. is this common or is my 20d crapping out on me? :( sometimes when i see an overexposed pictured i cant change it and that really sucks.

the exif data also says they're all +1

What is the actual ISO, aperture, and shutter speed recorded in the exif data for each shot?

ISO 200, F5.6 and 1/800. but ive tried multiple settings changing iso,modes, shutter speed and still never change off +1.

What are you changing? If you have EC set at +1 in Av/Tv mode and change either Aperture, Shutter, ISO to whatever in the world, your shot will come out at +1. If the EXIF says all +1 then I'm guessing EC is set at +1.

Well if the ISO, aperture, and shutter speed are the same in each shot, the exposure will be the same. Are you saying the exposure compensation is stuck at +1? You'll need to flip the on/off switch to the top position to be able to modify EC.

thank you, i forgot it had two on positions and and that why it wouldnt change. thanks for the help.
