As the father of a small child, I think the etiquette would be that if you have your children there, and you're taking pictures almost always (if not exclusively) of your own child/children, then that's fine. If some other kid gets in the frame, so be it.

However, if you're by yourself (no children of your own, and/or not hanging out with friends with small children), then I think it would be best to simply avoid taking those photos. Yes, you're in a public place. Yes, you have your "right" to take photos. But you're simply bringing unnecessary attention to yourself and when it comes to children, it's just safer not having to deal with the issue. This isn't so much a freedom issue, it's more of a social concern, especially (and unfortunately) when there are real predators out there. You will likely attract attention from concerned (and sometimes over zealous) parents and rightfully so. I wouldn't/couldn't blame them.

Now, if you want to go up to the family and introduce yourself as a local photographer, give them a business card with name, etc... and ask permission if it's okay to take photos of the family together and/or the child and give them access to online copies, then at least you're no longer the creepy/potential pervert guy without a name. You've now got a name. And if you follow-up with giving them stunning photos, who knows... you might just get a call to photograph their next birthday party.

In short, if you don't want to deal with the potential hassles, it's safer/better just to not photograph other people's kids. That or bring your own kid and then you can take all the silly photos of your child you want. (Of course that also comes with the baggage of diaper changes, feeding them, raising them... :lol:)

That is more or less what I do. Photography is just a hobby for me, so no business cards to hand out and not having kids of my own (long story) I get to shoot my nephew and "godchildren" more or less when I see them if I choose or have time to. If I'm at a party/BBQ and other children happen to get in a few frames, the parents are always offered the pictures and I've noticed a few of them have used them on Facebook so I guess they like them enough to be showing their friends and, whoever invites us to the "function" can vouch for me if there are any questions asked.
I guess on your advice, getting a few cards made up could help IF an awkward moment was ever to happen.
