took these shots at a event for the raptor center here in Minnesota some of the birds were released and some can't be because of injures

yes it is.Its just the eagle looked so sad in the first one hanging his head like that. It sucks to see the symbol of freedom tied to the ground like that but it was for his own good. I was told he could not take care of him self in the wild
