Governments buy from the lowest bidder. There is not another production consumer vehicle in the world that will follow a Jeep Wrangler Rubicon. It's a fact. Old school Cruisers were tough but the crap they make now, it just a rebadged Lexus with independent suspension. Live axles are more capable, more robust and just plain logical.
