I was looking for something with telephoto like capabilities, with a wide angle, and something capable of low aperture.. Would the EF 17-40-mm be the way to go?

No. This lens doesnt do telephoto, and its f4 max aperture so it fails on two counts of three you list.

Depends on how much reach you are looking for.
Want to hurt your pocket book.....hop on over to the 70-200 F 2.8 and be prepared to lust for that lens. Or maybe a 24-70 might suit you better.
There really are a lot of choices.
