Under the Woodrow Wilson Bridge in Alexandria, Virginia. This area used to be the best place to go if you wanted to find a body. But since they cleaned it up pretty nicely.

Yes, all ambient light. Although the bridge is lit by hugh spotlights on the sides, the underside is not directly lit.
