The 40D can take great still images so video seems to be your main desire.

I agree big time on the 17-55 f2.8. I had a karate event to shoot last weekend, and I ended up using a couple of my primes. That is the first time the 17-55 has been off my camera in months, and I still used it for most of the shoot (1023 pics).
