Thanks! This was a single 20 second exposure on a tripod. Normally I would go for HDR with these types of scenes to maintain the street lights, but I guess I have to credit the dynamic range of the 5D3. The cloud smear was a result of some heavy winds that came through with the storm, so no ND filter was needed. The storm came and went within minutes...
